Early Life and Education

Khandelwal was born in the municipal town of Kherli, in the Alwar District of Rajasthan, India. He completed his early education at Govt High School, Kherli, district Alwar, Rajasthan, and continued his senior  secondary education at Govt Senior Secondary School, Nadbai, district Bharatpur, Rajasthan. He successfully passed his High School Examination and Senior Secondary School Examination from the Board of Secondary Education, Rajasthan, Ajmer, in 1973 and 1974, respectively, achieving first division and earning merit recognition in science maths stream.

Additionally, he was actively involved in various extracurricular activities, including debates, poetry, and short story writing. His participation extended to sports, where he competed in games of hockey , badminton, table tennis and athletics across local, district, and state levels, securing medals and accolades for his performances. He was also science reporter of  ‘ Vigyan Pragati’a science magazine of Govt of India.

Academic and Research Credentials

He pursued a Bachelor’s degree in Civil Engineering (Honours) from the M.B.M Engineering College at the University of Jodhpur, Rajasthan, graduating in 1979 as a merit holder. 

His academic journey continued with a law degree (LLB) obtained in 2003 from the Department of Laws at Punjab University, Chandigarh, followed by a Master of Laws (LLM) from Kurukshetra University in 2005. Khandelwal’s passion for research led him to earn multiple Doctorates: a Ph.D. in Business Administration from Chaudhary Devi Lal University, Sirsa, Haryana, in 2009, focusing on “Building Trust in E-Commerce: Adoption, Usage, and Satisfaction Patterns in Virtual Market Environment”; a Ph.D. in Laws in 2012 from Punjab University, Chandigarh, with a thesis on “Concept of Exemptions and Right to Information: A Critique”; and another Ph.D. in 2017 on “IPR Management in WTO Regime: A Special Reference to Patents” from Guru Jambheshwar University of Science and Technology, Hisar.

Throughout his academic and professional career, Khandelwal has shown a diverse interest in various fields, leading to the publication of several reference books and research articles. His first book, co-authored with Dr. B.C. Punmia, a very famous author of engineering books   is titled “Project Planning and Control with PERT & CPM”.

Dr. Khandelwal has an excellent academic record and constant quest for knowledge by studying new subjects. He has been a merit holder at the school, college and university levels. He relentlessly chased studies for nearly forty years after graduation having three PhDs and twenty-eight other degrees. He has done Masters in Business Administrations with specializations in Human Resource Management, International Business, Marketing and Information Technology. He has also done Post Graduate Diplomas in Industrial Relations and Personal Management, Mass Communication, Travel and Tourism Management and Business Management. He also specialized in Information Technology by earning a degree in Master of Science (IT), Master in Computer Applications and Master of Philosophy in Computers. He is a qualified library science professional having both bachelors and master’s degree in library science. He is post graduate in eight other disciplines including MA (Hosp. Admn.), MA (Hum. Rights), MA (Eco.). MA (Soc), MA (Psy.), MA (Pub. Admn.) MSW, M.Com (Insurance Management). Owing to his keen interest in astrology, Dr. Khandelwal also pursued Jyotish Visharad and Jyotish Praveen courses conducted by Bhartiya Vidhya Bhawan. His academic and research interests in diversified fields also culminated in publication of several reference books and research articles for a wider circulation.

WORK EXPERIENCE

Dr. K.K. Khandelwal’s professional journey is marked by an extensive career in the Indian Administrative Service (IAS) (from 26.08.1985 to 04.02.2018) and various academic and engineering roles prior to his administrative service. Academic and Engineering Roles: Prior to joining the IAS, Dr. Khandelwal contributed to academia as an Assistant Professor in Civil/Structural Engineering at the College of Technology and Agriculture Engineering, University of Udaipur, and M.B.M Engineering College, University of Jodhpur, from November 1979 until July 1982. He also held positions as an Assistant Engineer in the Public Health Engineering Department and Public Works Department (B&R), Government of Rajasthan from July 1982 to August 1985. 

Indian Administrative Service: Dr. Khandelwal’s tenure with the IAS began in 1985 when he was allocated to the Haryana cadre. After completing his training at the Lal Bahadur Shastri National Academy of Administration, Mussoorie, in August 1987, he was appointed as the Sub- Divisional Magistrate (SDM) of Firozpur Jhirka, a sub-division of the erstwhile district of Gurgaon. His administrative journey within the state of Haryana encompassed a variety of roles, including: Additional Deputy Commissioner of Gurgaon, Chief Executive Officer of Mewat Development Agency, – Additional Director of Industries and Chairman of the Single Window Agency, Administrator of the Haryana Urban Development Authority in Gurgaon and Panchkula, Chief Administrator of the Shri Mata Mansa Devi Shrine Board, Panchkula, and the Shri Sheetla Mata Shrine Board, Gurgaon, Deputy Commissioner of Faridabad (1991) and Chandigarh (1995- 1998). During his tenure as District Magistrate, District Collector, and Deputy Commissioner of Chandigarh, Dr. Khandelwal also led 28 departments in the Union Territory of Chandigarh, including positions such as Estate Officer, Excise and Taxation Commissioner, and Director of Sports, Inspector General Forests, Inspector General Prisons, Director Food and Civil Supplies, Labour Commissioner among others. Furthermore, Dr. Khandelwal has held several significant positions in the Haryana government, such as Director of Tourism, Managing Director of Haryana Tourism Corporation, Director of Power Reforms, Renewable Energy Sources, and Information Technology, as well as Director- General of School Education and Commissioner of Higher Education, Director Information, Public Relations and Languages and Director Culture etc. 

As a senior administrative officer, he served as Principal Secretary/Additional Chief Secretary in departments including Information and Public Relations, Irrigation and Water Resources, Medical Education, Sports and Youth Affairs, Environment, and School Education. He was also the Chairman of the Haryana State Pollution Control Board and played a pivotal role in the Golden Jubilee Celebrations of Haryana State as the Additional Chief Secretary and Principal Executive Officer. Additionally, he was instrumental in organizing the International Gita Mahotsav in Kurukshetra. 

Dr. Khandelwal’s dedication to public service is further exemplified by his nearly seven-and-a- half-year tenure in the Chief Minister’s Office of Haryana, where he served as Additional Principal Secretary and Principal Secretary to the Chief Minister from June 29, 2007, to October 30, 2014. His final noteworthy role before retiring was as the  first Chairman of the Haryana Real Estate Regulatory Authority, Gurugram, a position he held for five years from February 5, 2018, to February 4, 2023.

His leadership roles span across: Haryana Sahitya Academy, Haryana Granth Academy, Haryana Urdu Academy, Haryana Punjabi Academy, Haryana Sanskrit Academy, Haryana Cultural Academy, Multi Art Cultural Centre Kurukshetra. These positions highlight his dedication to fostering the literary and cultural heritage of Haryana, promoting linguistic diversity, and encouraging the preservation and development of regional literature.

In addition to his executive roles, Dr. Khandelwal has significantly contributed as Chief Editor to a wide range of publications, showcasing his versatility and commitment to disseminating knowledge and culture through print media.
